
Cardiff Council Housing Development is progressing a proposed housing development at the former Wolf’s Castle Inn site, which would provide for 24 new Council homes.
Following the Pre Application Consultation (PAC) in February, a planning application was submitted to the Local Planning Authority (LPA) on the 12th March 2026, which was the subject of a further consultation that has now completed. The scheme will be considered by the Planning Committee on the 2nd July 2026.
The proposed development will provide a range of new council homes for an inclusive community set within a green landscape, where residents can walk, cycle and take public transport to get to local shops, schools and parks.
The new development will deliver attractive, energy efficient council homes designed to make the most of every useable space creating light, spacious rooms, whilst meeting the demanding needs of family life.
Homes will be designed to be easy to live in and efficient to run and have the potential to adapt to new circumstances around modern family needs, with private gardens and outdoor spaces, electric vehicle charging infrastructure and bicycle storage.
Our aim is for a contemporary but locally inspired scheme that responds to the shape and prominence of the site to create townscape interest, strong street frontages, with homes orientated to maximise views and connectivity with the landscape.
The new development will pay homage to its past, whilst reflecting the very best elements of Llanishen today, creating an inclusive, modern, sustainable housing development.
The development will provide new affordable homes designed to meet the Council’s high energy efficient standards available to rent for people on the Council House waiting list.
The scheme will also incorporate a Sustainable Urban Drainage System (SUDS) that may include rain gardens, tree planting and other green infrastructure that ensure rainwater drains naturally into the ground. This helps to combat the impacts of climate change, provides greener, more attractive places to live, and increases local biodiversity.
The project has four key stages (see below), we are currently working through stage 3.
Stage 1 – Survey work and information gathering (completed):
This stage involves undertaking all the necessary survey work on the site, such as trees, ecology and site condition surveys. They tell us all we need to know about the site to help shape the design of the proposed development. These began in 2024 and will continue through to early 2025.
Stage 2 – Opportunities and constraints (completed):
This involves using the survey work to identify the site opportunities and constraints and coming up with some initial ideas and early designs for the proposed development. We will get feedback on these ideas from the community and a range of technical experts, to be able to develop a preferred option for the design. We will aim to complete this stage in the first half of 2025.
Stage 3 – Preferred Option (existing stage):
A Pre Application Consultation (PAC) was completed with the community and other stakeholders on the 6th February 2026.
Stage 4 Planning Application:
A planning application was submitted for the proposed development on the 12th March 2026 and following a further consultation, the scheme will be tabled at the Planning Committee on the 2nd July.
We are now developing of our preferred option in more detail, ready for a planning application. This stage involves a Pre Application Consultation (PAC) with the community and other stakeholders. We will inform residents of this activity by letter to your door, for those living nearby and update the website and social media.
A planning application will then be submitted for the proposed development, for the community and other stakeholders to have an opportunity to comment further on the proposals.
