The Cardiff Regeneration Strategy seeks to provide a framework to help direct investment into communities that need it most, supporting local high streets and centres, and creating neighbourhoods where people can access opportunity, feel safe, and live well. For the first time, this strategy brings together our policies, programmes and ambitions into a single, coherent framework to guide regeneration and placemaking across the whole city.
It supports the growth of sustainable and inclusive communities, in line with the placemaking goals set out in the Local Development Plan (LDP).
The strategy takes a focused approach to regeneration. It looks at individual centres, neighbourhoods, and the wider network across the city. Decisions are based on local needs, opportunities, and how they fit with Council priorities. By bringing together resources and efforts, the Council aims to make the biggest possible impact and better support communities and businesses as their needs change.
What is the Regeneration Strategy?
The strategy sets out a clear plan for future investment and improvement across Cardiff’s centres and neighbourhoods.
It is not a detailed masterplan. Instead, it is a framework that:
- Provides data and insight to help understand neighbourhoods
- Identifies which centres should be prioritised
- Guides placemaking and future investment decisions
The strategy is based on strong evidence, including analysis across seven key themes:
- Fair and Inclusive
- Green City
- Thriving Neighbourhoods
- Strong and Prosperous Centres
- Climate Resilient
- Connected City
- City of Sport, Heritage and Culture
What is the Placemaking Framework?
Placemaking is at the heart of Cardiff’s regeneration strategy. The framework introduces the eight key elements of a ‘placemaking wheel’, each representing a vital component of successful places. It outlines their benefits and presents practical interventions to guide the development of placemaking plans across the city.
The framework also defines a set of Placemaking Outcomes. These outcomes can be applied across a wide range of interventions in the urban environment, helping to guide the design and delivery of new development, public realm improvements and parks projects.
