Cardiff Council is seeking to redevelop a small area of housing land at Frank Road, Ely shown in the image above. The site forms part of the Cardiff Living Partnership Programme – a joint commitment with Wates Residential Ltd to deliver homes and communities across the region, helping to address current housing demand by providing at least 2,260 new homes over the next 10 years.
Project Details
Cardiff Council is working in partnership with Wates and Down to Earth, a social enterprise that supports individuals through hands-on sustainable building and community projects, to deliver four two-bedroom homes on the site.
Down to Earth is committed to delivering sustainable construction projects that create meaningful training and employment opportunities. Their involvement will not only support the delivery of new homes, but also contribute to wider social, economic and environmental benefits for the local community.

A key aspiration for this project is to align with the Tai ar y Cyd Pattern Book, recently launched by the Welsh Government. This initiative promotes the development of well-designed, sustainable and community-focused homes across Wales.
Current status
A planning application has been submitted for the proposed development. There is an opportunity for members of the public to view and comment on the proposals until the 24th July 2026.
During this stage
The Local Authority will inform relevant parties of your application and invite views. This can include:
- Putting up site notices
- Advertising in local media
- Writing to neighbours
- Liasing with Statutory bodies such as Sewerage Undertakers
