The Moorland Road Community Centre redevelopment will deliver a new purpose-built community centre on the ground floor with thirteen new older persons flats above, providing suitable accommodation for the over 55’s in the Splott ward of Cardiff.

The site is located on Moorland Road, Splott and seeks to make the most efficient use of the site, delivering high-quality independent living accommodation that will help residents maintain their independence for longer and continue to offer the wider community with a brand-new community centre facility.

Project Details

The scheme is unique and high quality, with the good design reflecting the following:

  • 1 and 2 bed bedroom flats design specifically for older persons meeting the independent living criteria
  • A ground floor flexible community building to be re-provided incorporating a catering kitchen, adequate storage, hall, office and medical room suitable for the existing community group to continue to use
  • A landscaped communal garden for shared use
  • Sustainable Urban Drainage System (SUDS) that may include rain gardens, tree planting and other green infrastructure that ensure rainwater drains naturally into the ground.
  • Retained cherry tree
  • A car free development

The Housing Design Awards

Cardiff Council are excited to announce they are among the winners in the Housing Design Awards – promoting excellence and sustainability in home design.

This is the second year in a row and third scheme by the Council’s Housing Development Team to be recognised and shortlisted for the award; last year both Community Living Projects on Bute Street and Leckwith Road were shortlisted for an award. Work is now underway on those sites.

The Housing Design Awards were set up with the original purpose to explain what residents think about innovative design and whether it can be replicated. It is the only Awards promoted by all five major professional institutions – Royal Institution of Chartered Surveyors (RICS), Royal Institute of British Architects (RIBA), Royal Town Planning Institute (RTPI), Landscape Institute and Chartered Institute of Architectural Technologists.

Highlights of the Moorland design are,

  • The design approach has been shaped by the core HAPPI recommendations for delivering high quality housing for older people
  • Accommodation is threaded onto a tight corner site, protecting existing mature trees and maximising privacy for residents and neighbours
  • All apartments benefit from multiple aspect living spaces
  • The scheme provides benefits to the wider Splott community through the re-provision of an improved community centre on site with access to a shared courtyard garden
  • All apartments are ‘care ready’ and Welsh Development Quality Requirements (DQR) compliant

Current status

We recently obtained planning consent on 2nd February 2023.  Over the coming year and a half we will be looking to appoint a contractor to detail the designs and construct the new development.
