
Cardiff Council is seeking to redevelop the former Ysgol Glan Morfa site in Splott, Cardiff. The site forms part of the new Cardiff and Vale Housing Partnership; a commitment with Lovells to create exemplary homes and communities across the region to help tackle current housing pressures by delivering at least 2,260 homes over the next 10 years.
The former Glan Morfa site offers the opportunity to develop a high-quality residential development in a highly sought after area of Cardiff in close proximity to shops, services, employment and parks.
Project Details
The new development of low-rise, high-density council homes is expected to encourage a sense of community and value, through its layout and design, balancing privacy with opportunities for sociability.
It should be designed as a place where people know their neighbours, where children have the freedom to be outside, explore, meet friends and play, and where all ages are brought together through opportunities for learning, cultivation, interaction and community food growing.
What are we providing
The development will provide new affordable homes designed to meet the Council’s high energy efficient standards available to rent for people on the Council House waiting list.
A key aspect of the scheme will be a multi-functional landscape. It will draw upon the site’s history as a garden and its surrounding green infrastructure to establish a strong character and a holistic relationship with the natural environment.
The development will place a strong emphasis on sustainability and community, integrating green infrastructure throughout the layout. We’re seeking an attractive modern development, making a positive contribution to the neighbourhood..
Current status
The project has four key stages (see below), we are currently working through stage 1.
Stage 1 – Survey work and information gathering (current stage):
This stage involves undertaking all the necessary survey work on the site, such as trees, ecology and site condition surveys. They tell us all we need to know about the site to help shape the design of the proposed development. These began in 2025 and will continue through to early 2026.
Stage 2 – Opportunities and constraints:
This involves using the survey work to identify the site opportunities and constraints and coming up with some initial ideas and early designs for the proposed development. We will get feedback on these ideas from the community and a range of technical experts, to be able to develop a preferred option for the design. We will aim to complete this stage in the first half of 2026.
Stage 3 – Preferred Option:
This stage involves developing the preferred option in more detail, ready for a planning application. This stage will involve a Pre Application Consultation (PAC) with the community and other stakeholders. This is scheduled for 2026.
Stage 4 – Planning Application:
A planning application will be submitted for the proposed development, for the community and other stakeholders to have an opportunity to comment further on the proposals. This is scheduled for the end of 2026..
How can the community get involved?
Once we have completed initial ideas and early designs for the proposed development we will get feedback on these ideas from the community and a range of technical experts, to be able to develop a preferred option for the design. We will inform residents of this activity by letter to your door, for those living nearby and update the website and social media during 2026.
Following the above we will develop the preferred option in more detail, ready for a planning application. This stage involves a Pre Application Consultation (PAC) with the community and other stakeholders.
