Cardiff Council is seeking to redevelop the former St Isan Care Home in Llanishen, Cardiff. The site forms part of the new Cardiff and Vale Housing Partnership; a commitment with Lovells to create exemplary homes and communities across the region to help tackle current housing pressures by delivering at least 2,260 homes over the next 10 years.
We’re looking to redevelop the site to create a new modern older persons development that we call Community Living. It is an ideal location, close to shops, services, employment and parks.
Project Details
The proposed development will provide a new Community Living scheme offering suitable accommodation for the over 55’s in the Llanishen ward of Cardiff.
What are we providing
The development will provide high quality community living accommodation that will help residents maintain their independence for longer, providing the flexibility to meet the needs of more vulnerable users and help tackle social isolation.
The new development will meet our Community Living design specification reflecting the benefits of independent but collective living. Its design will need to address the needs of the residents; tackling social isolation, recognising the potential for early on-set dementia and providing opportunities for an active and involved older age.
The building will place sociability right at its heart, enabling people to grow old locally with the right support, benefiting both residents and the wider Llanishen community. Residents will have access to a private outdoor space, complemented by high-quality amenity spaces and a strong connection to Brentwood Court, creating a unique local community with increased opportunities for social interaction.
Current status
The project has four key stages (see below), we are currently working through stage 1.
Stage 1 – Survey work and information gathering (current stage):
This stage involves undertaking all the necessary survey work on the site, such as trees, ecology and site condition surveys. They tell us all we need to know about the site to help shape the design of the proposed development. These began in 2025 and will continue through to early 2026.
Stage 2 – Opportunities and constraints:
This involves using the survey work to identify the site opportunities and constraints and coming up with some initial ideas and early designs for the proposed development. We will get feedback on these ideas from the community and a range of technical experts, to be able to develop a preferred option for the design. We will aim to complete this stage in the first half of 2026.
Stage 3 – Preferred Option:
This stage involves developing the preferred option in more detail, ready for a planning application. This stage will involve a Pre Application Consultation (PAC) with the community and other stakeholders. This is scheduled for summer/autumn 2026.
Stage 4 Planning Application:
A planning application will be submitted for the proposed development, for the community and other stakeholders to have an opportunity to comment further on the proposals. This is scheduled for the end of 2026.
How can the community get involved?
Once we have completed initial ideas and early designs for the proposed development. We will get feedback on these ideas from the community and a range of technical experts, to be able to develop a preferred option for the design. We will inform residents of this activity by letter to your door, for those living nearby and update the website and social media during 2026.
Following the above we will develop the preferred option in more detail, ready for a planning application. This stage involves a Pre Application Consultation (PAC) with the community and other stakeholders.
